I'll jump in there ...it's a hole to allow the DD pump adaptor tube to pass through and mate with the valve. Used only when inflating the the tyre.
btw: is it me, or when you look closely there are 3 hub collars in that batch

exactly the hole serves to inflate the tire once it has been installed ....... numbers belong to the races I've done, I love collecting them
