Well the end cap looks right... but I am no expert - I just want an 18" one.

I was looking at this earlier and I know he says it measures 23", but it doesn't look that big. My 20" (measures 22.5" C-T) has a longer head tube that that, with a gap between the down tube and the top tube. I guess the later ones might have larger gussets, so it could be a 20".]

[edit] Looking again, I guess it must be a 20", so will measure about 22.5" C-T

Looks like a 20" to me, the gussets on headtube check out for a 20". Centre to top of tube would be about 23"
