you would think he would at least know what his old pride and joys was made of.

from reading i took it that it was frame and forks only though

I read it as if the bike needs a good service and some parts were worn rendering the bike non-rideable; he's effectively marketing it as 'frame and forks' so there's no comeback. But we've all taken something slightly different from it, which goes to show it's not clear!
