for example, if you need 1 1/8 ahead and it's a bomber then windwave can do it no problem, if it's a rockshox mag needing thread then a local engineering company might be a better option.
which crown assembly and what size steerer and thread or lack of it will make a difference to what people recommend, also location may be important, local frame builders may be able to help etc.

As I think you know I've sourced a new steerer from Germany. A guy on eBay.de will custom cut you one to your length and threaded or unthreaded but think its 80euros plus that doesn't get it press fitted into your crown.
One other option is to talk to Dave Yates. Frame builder. He might cut off the old one and weld on a new one. He's had a few years in the bike business and I'd trust it if he said it'd work.
