What are the actual effective C-T and TT measurements please?

I'm not sure what you mean by C-T?
Top tube is 54cm, wheelbase is 96cm, loads or reach adjustment with those bars. The 61cm I stated as frame size is measured from center of the bb to top of the frame.

C-T is center bb to top of frame, which is the 61cm dimension then. What sort of height are you and where are you located?
Also I presume it takes an Italian BB and a 130mm OLN rear wheel (& both wheels are 700c and not 650??)
