Brake blocks with clamps

I have seen some BS11 SHIMANO DURA-ACE BRAKESET 7200 for sale, I noticed that the brake blocks have a sort of clamp/bracket underneath them - am I right in assuming this is to allow some sort of 'third hand' so they can be adjusted.

They are for wheel guides :)

I think I have about 5 sets of these brakes from the 70's ...........best looking brakes ever IMHO :)

I thought they were for clamping the blocks against the wheel with some sort of tool so you could adjust the cable tension :facepalm:
 
They are strange because they are wire and not flat or coated with rubber........we had a range of "third hands" in our bike shop :)

If you like them then buy them, you will not be dissapointed :) my avatar had a set in black LOL
