The only mech I have in 34.9mm is an old basic Shimano dual pull which I think is missing the cable clamp bolt.

Thanks for looking but while I was having a rummage for a Sram rear mech for my wife's bike I found an old 34.9mm XT front mech which will do the job. Since the bike is supposed to look a bit shit to deter the sticky fingered brigade in Edinburgh, I'll have to disguise it somehow. XT just says steal me. Had been offered another mech that would have been way too good for bike so I had to decline the offer in my own "polite" way.

I don't honestly know, but I see no reason why not. Just had a look at the U-braked Cinder Cone in my sitting room and I would say yes it would work.......... :D
