The idea is that there's sufficiently little travel in the system that it'll cause the pads to ride up and down against the rim, but not far enough to contact with the tire.
 
Ok just off the top of my head.....

Start with that horrid early Trek sus frame with the stack of dougnuts, add a set of Scott unicrown forks with a flex stem. There was a bar that flexed I seem to remember then the previous brake shifter combo. Add the two weel drive system, Browning electric front shifting and Shimano air driven rear shift. Then top with the Hite Rite...no wait that actually worked.
The early Nuke carbon hubs laced to any early rim, shod withFarmer John's Cousin tires.
