Modern hubs with an older front fork spacing?

What's the deal with using new 100mm hubs with an older 96mm fork? No one seems to make steel forks anymore (at least ones that don't look like ass and/ or are very expensive). Doesn't look like you can spread them like you can with the back.
 
Likewise ^^^ or you may be able to remove a washer from each side if nervous - ?

I've had to file out an old Elswick fork to fit a newer hub in the past, the old hub had a smaller OD axle too (as well as lower OLD) so beware.
 
Either strech the forks the 2mm or machine it off the spacers if possible. Either is easy.
