Meh is an interjection, often used as an expression of indifference or boredom. It can also be used as an adjective (meaning mediocre, boring, or apathetic)

'Meh' is usually used in a fairly innocuous way, it is a response in good humour generally.
I think Techno is just the kind of guy who say what he thinks. Fair play I say, I don't always agree but it would be a terribly meh world if we all agreed.

I don't always agree with what technodup says either, but I'd much rather somebody be free to air their opinion than be stifled by group consensus. I don't think he's bothered about popularity, just says what he thinks, he can buy me a drink any time.
