Can you tell me if this frame is a Cinelli super corse?

My guess is $600 to $800 usd, maybe a bit more if you offered worldwide shipping...

The age and rarity of the frame add value but the lack of the original finish mitigates the price.
 
Thats very interesting if iwas to strip the paint off would that improve its value? or would it be worth the outlay of getting it refurbed?

A quality respray would definitely increase the value but not enough to pay for the respray, particularly if you do a quality job. Also in order to get top dollar the missing head badge will have to be replaced which is $200 or more if you buy an original. There are reproduction badges but they look pretty cheap. If it were mine I would repaint only if I was going to keep it, otherwise I would just pass it on as is.
