Good question!
I have found that on here it means, I'm not sure this is what I really want/need or in some rare cases have enough money to buy it. So by allowing a dibs puts a sale on hold to anyone else who may know exactly what they want/ need until the dibber decides (time limits can be stipulated) if it is or isn't what they want/need.
