personally I would expect there to be a fairly tight fit between the tube and lug there, but maybe the quality control wasn't great and the lug was angled slightly off, hence what looks like the small gap down the back of it??
or perhaps it is the result of an impact, and the forks were replaced??
I'm no frame builder though, so I'd hold fire until someone more knowledgable than myself comes along
