That's probably 1969 Motoconfort randonneur/course with 700c steel rigida superchromix wheels;
Most parts are original, except the saddle (german Move/Mifa, 5s freewheel - wich is chinees, and rear wheel - normandy and superchromix, but marked as 1992 annum); housing shimano SIS, and mustache handlebars instead the rusty dropbar (unfortunately not rando-style sweep);
Lights work fine;
