18" to top of seat tube ,15.5" to top tube

i cant see anything on the dropouts

is this frame a kona ringer

Its a Parkpre. I'm 98% sure on that.

I ad a similar frame with the same cable routing and guide.

Nice frames.

Edit ... Parkpre Comp 1995 one of the only ones with rack mounts IIRC

just checked bikepedia ,no pic but same spec and color

I'd agree it's not a Kona. My first thought is Diamond Back............ but happy to be proved wrong -)
