I would start with 18". Then, it's a case of post up, post down to get it good for you. Then, look at the reach situation which, will mean trying different stems.bar set-ups.

I picked up a 16" Zaskar (16" is the official frame size, stamped on the rear drop out) - and turned out exactly right with a 135 stem. A 2" higher top tube would have distinctly unpleasant consequences!
