Yeah that seems odd, how you measuring it?

Actual TT should be centre of headtube to centre of seat tube, along the tube.
Effective TT should be a horizontal measurement from centre of headtube to where the horizontal line intersects the seatpost. Bit hard to measure exact sometime, especially just frame.

My bad here are the correct measurements;
