I had two of these from new in 1983 (they both got stolen) and it's definitely the original paint finish. Here is the closest I could find.

My decals are already fitted (you can see a link further up the thread to see them on the bike).
Here is a photo of the downtube and top tube decals before they were applied. They are not perfect, but pretty close, unless you're ready to spend a fortune having exact replicas custom made. The Handbuilt in England decal is shown on the PDF from H Lloyd and is spot on.

Update: Bike stripped, everything came off very easily. I've cleaned up all the components and started to use some elbow grease and autosol to get them shiny again. The brake leavers/callipers came out very well. Still got the rest to do though. I've got some new decals on order, but I'm not sure if I should repaint yet. I'll see when I have cleaned up the frame.
 
Think carefully about cost before you decide to repaint - from what other posters have said this looks like expensive paint. There is guidance to touching up paint in a couple of recent threads and perhaps new decals will cover the rough areas.

Should be an interesting build,
