Stuck Quill Wedge? Might be (another) dumb question

So penetrating oil worked it's magic and now my stuck stem is free from the forks on a rescue bike I have.

I can move the wedge which is in the steerer. Easily enough with a light tap. But I can't tap it out the top of the forks and haven't tried as I believe the steerer will get slightly narrower? But I should be able to tap it out the bottom shouldn't I? Because I can't ! It basically moves freely two or three inches slap bang in the middle and nowhere else.

Any tips or knowledge appreciated :facepalm:
 
you should be able to tap the wedge out through the top (it's supposed to come out that way with the rest of the stem after all) you probably still have some oxide in there that's stopping it coming out.

dropping it out the bottom won't always work because some forks are narrower that end.

have you tried removing the bolt from the stem, screwing it into the wedge and using it to pull the wedge upwards?
