Halo Twin Rail.
Fast as a slick, puncture resistant, look knobbly and under £18 a tyre. Also available in skinwall.

Also available in a rainbow of colours!

If you want something proper knobbly looking but smooth rolling on the street, consider Maxxis Crossmark. Specifically designed to roll fast on tarmac and hardpack via an almost continuous centreline of stable raised blocks with little fill-ins inbetween, but very good on trails due to the more aggressive off-centre tread to bite dirt, packed mud and loose surfaces. I have found these to be excellent for combining tarmac and trails in the same ride. Available in different diameters, widths and also two different weights (the lightweight folding version is more expensive).

Schwalbe Land cruisers? Nice and cheap at 13.99 and 1.9 in width. Have a set myself and going to try them out on the next London Urban retrobike ride.

Kenda Semi Slicks are cheap as mook, good on mud, great in straight line shit on fast tarmac bends though. Can't have it all but the price is right.
