:? .....inward, facing the rider would suggest more weight toward the centre of gravity, thus better handling, and more opportunity to gloat at how cool they are.......outward toward the front would suggest better aerodynamics due to them opening up the air for the bars...........

outward here , you as the owner/rider are already smug in the knowledge of what the bars are, but you want everyone else too also.
With risers where you dont get a choice they always point outwards
