It's a genuine weld, not a later add-on ;)

I know V's perform better, but I wanted a canti-equipped build.

I would just run some outer from the frame stop to the alloy collar. Would that help? Or is the angle of cable exiting the collar leaving the straddle yoke at an odd angle/off centre?
 
Surely it must be post 1995 as I don't believe they were speccing Vs on bikes much before then. On my 1993 Hei Hei the cable just used to run round the noodle on the seatube.

Could remove it with care as if it's a good frame it'll be less of a ballache than finding another one.
