I think that it's probably just an extravagent advert for a magazine, designed to scare you into handing over £20 every three months so they can tell you how to save money.

Send me £10 every three months instead and I'll tell you how to save a tenner.

What a scam. "Sign up here and have your payment card ready". They have a point mind, like saying "You'll be dead in 2 million years time".
 
No, Sorry! Lost me there. THe narrator was just too boring for words, much like the publication itself no doubt.
