Same thing once happened to me, seller refused to sell, presumably because he thought the winning bid was too low. Very annoying, but no big deal. It's just a 1980s Colnago frame. There are tons of them around. There's certainly nothing even remotely illegal about a seller changing his mind, but I agree eBay shouldn't let them off the hook so easily. Also, in this particular case I'd be just a bit wary because the frame has been resprayed.
