USE stem question

On the USE stem with the covered over steerer cover/top cap thing, should there be anything inside the steerer clamping area or just the bolt threads poking though?
There is a big recess that looks like it should have some sort of ring in it to locate round the steerer tube but its empty?

Sorry its a bit vague, i'll pop some pics up in a bit

Yes there should. The ringo from the ringo star. Came with these stems (atom) and you cant take up headset bearing slack without it. There's also a plate in the stem itself to clamp onto the steerer.

There should be a plate that fits into a recess, so that when the four grub screws are tightened onto the steerer column, they press onto the plate and not directly onto the steerer. (as far as i remember!

My firend just drilled a hole through the top of his and used the standard star-fangled set up. If all else fails...
