What did he say/do to make you think that?
I can't believe eBay haven't done anything at all about this, not even a reply to your messages informing them of a possible scam to ask why you think it's a scam investigating it further!
Maybe it's worth taking it further to trading standards to see what they have to say, after all, eBay is always harping on about how their marketplace is one of the safest.
