You need braze on gear levers, band on front mech.

I have an almost complete Victory group I think but it's at the back of the lock up and not available until I move in late October.

Beautiful.

Lugged levers, banded front mech, is pretty much the perfect scenario for me, i have seen a lot of choices in that combo.

Why not see what the Raleigh team used at that time. (it did still exist didn't it?)
How about a euro set up. eg the Galli, Mavic etc route.
