6spd to 7spd cassette upgrade on 80's reynolds 501

On my two bikes (raleigh kelloggs and eclipse) reynolds 501 bikes i've fitted a 7 speed cassette, one has sachs hurret original alloys gears, the other has aftermarket shimano alvio.

Both have downtube friction shifters. One has SIS or friction (switchable)

Neither will change to the top (smallest) 7th cog.

They have 700c wheels with 126 hubs, screw on cassette (old style)

How can i make them go to the 7th cog?
 
Have you adjusted the limit screws?
Rear derailleurs have two screws that are used to stop the derailleur
shifting the chain into the spokes or chain stays. You can loosen
the screws if you can't shift into the highest or lowest gear, but make sure you
leave them tight enough to prevent over shifting.
Sorry if that's a bit obvious.

Also, if you've replaced a 6 speed with a 7 speed freewheel, your 6 speed indexing probably won't work - although you will be fine with friction shifting.
