Recommend some winter leggings.

I've used the Aldi ones through two winters and that in cludes deep snow.
Includes padding.
Both trouser most most use, the bibs are good for windy conditions.
Cost next to nothing as well.

They'll not stand a hugh downpour from memory though.
But generally waterproof and warm.


Why the need for baggies over them ?
 
A pair of good quality long johns under baggies with slightly longer socks than usual does it for me, and they dry in minutes as well.

shimano winter mtb boots are spot on - they have a waterproof coating, downside being they are not breathable but are warm - for cold conditions you haver a choice of warm but wet or cold and dry.

price is somewhat heartstopping at £ 140 but are worth the money

actually just seen the ones below have goretex so may be different construction, so may well be breathable i.e. less damp socks - mine I seem to recall cost £ 80 ish a few years ago.
