The bike has been used, is in very good technical and visual condition.

The frame is made of steel, Reynolds 531 Tubing.

I was wondering that as well, are they for the dyno?

Reflection for riding by night.

In mid 80s reflection walls for tires became obligatory. Some mounted these rings instead.
