It's 1998 model year and pretty much stock setting.

Looking at the decals and the Vs I'd suggest that's later in the 90s at least 97, maybe 98 / 99?

Not with those decals or V brakes on, it didn't.

Assuming they're stock, it's at least 97 - but I'm guessing a year or 2 later.

Purchased another Topanga today identical to yours, the gear shifters were seized but with a bit of ezyglide lubrication spray and a clean up and re adjustment of front and rear derailleurs, seat swap over to a decent adura roadbike type saddle and some VP565 metal pedals, its a sweet bike.
Got a fair few scratches on it, Topanga sticker is intact but a bit scratched, love the pearlescent white colour it is.
