does any one know where i can get some new ones ?

Wow, what a state! They are going to be hard to replace.

Personally I'd be looking at making a cartridge bearing fit and losing those loose parts. Bearing hammered into frame, current 15mm axle push through the middle.

Yeah they look pretty overtightened.

Magsy is bang on the money though, what you have looks as though it 'acts' as a cartridge bearing.
 
It's a old ddg slammer this is the frame I dreamed about as a young lad if u have no hope with the bearings get in contact with rock n roll bike they took over supercycles Nottingham a few years ago they might help you mate :D hope I have helped you mate

Used to be SuperCycles in Nottingham who sold all manner of DDG products. A cursory glance at the webpage shows they're still selling DDG components and frames. Might be worth asking them.

I haven't seen one of those in a good long while, it brings back memories. SuperCycles was never really the same after they moved premises.
