silly question re forks, are they wheel size specific

They are specific for brake bosses. However you could run a road wheel in an MTB fork. Obviously you'd need disc brakes... 
If you have a very tall fork (say 420 a/c) then a 700c MTB wheel might fit.
However, remember that you are also effectively altering the trail of the steering by putting in a bigger wheel, so handling will change.
