Picked this up today in minty condition.
Removed mudguards.
Next up is to add Specialized QRs and riser bars, remove toe-clips give it a clean and that's about it?!

For rust, try some vinegar on a sponge, will get rid of all the surface rust. If bad you need to get it to bare metal, prime it in appropriate protection (rust preventing primer etc) and then touch it up with pot of enamel paint or similar.
