To save weight. They are quite common in the UK.

You know what would also save weight....cutting the steer to the correct length.

I have some carbon spacers with cut-outs on my weight-weenie bike.

Stir tube? what stir tube. I just want to see the stem rest on the headset. no need for that extra height. Aero + less weight = really fast
