No expert but from what I have picked up on here I would say yes but it should have 6061 and a frame No. stamped on the dropouts ;)
 
It is a Zaskar, it has the integrated seatpost clamp and the flat top tube bottom. Serial number should be in the left rear dropout.
 
No canti guide on seattube so think its a 1997 zaskar le (as they had the integrated seatclamp).
