WTD Right shimano 600 gear lever

sorry new to this, which part is that? basically the spiky washer inside is worn away and i think it may be a ball bearing short!

Mine is a complete 600 AX levers, that fit to the top of the downtube.
 
Just be aware, they look like this in the main picture
