cable goes across the top V brake style. canti pad holders are titanium.
any ideas?

They look like Marin cantis to me. Could be wrong though...

Correct, they are part of the Marin Lite range circa 1995.

given they are on some Manitou's would the bike happen to be a Marin ?

of course they are someone elses actual design (hence the made under license... pat pending) Any code on the pat pending ?

The pads are also the original Ritchey pads (made by coolstop and I thought they where a bit better than the Eagle Claw's but more cumbersome).
Unfortunately, the brakes are a pain to set up pads (after using Shimano, most things are) and I've never found them any good as a canti. It could just be the PC7 levers they where normally used with. they did come colour code to the bike though.
