help dating Harry Quinn frame?

This is my trusty Harry Quinn, bought it second hand around 1995.
Ishiwata 017 tubing, frame number Q1064

Currently set up as fixed (not many hills around here), originally came with eclectic mix of parts: 3ttt bars&sttem, campag hubs and rims, suntour (12-speed friction) deraillers and brakes, sugino cranks.

Any ideas as to it's age?

Q1064 or is that QD64 ???

yeah, the photo is pretty misleading.

He used a "0" and "1" to make a "Q"
it's not clear to me if did the same thing with a "D" (to make QD64) or if the 1 and 0 are just rather close (for Q1064 - a more "normal" Harry Quinn number if I understand correctly...)

Mid/Late 80's was going to be my suggestion as well with it having the 017 tubing. With the number in the '1000's' it could be a South Wales built HQ especially as the badge says 'Great Britain'. I believe that Frank Clements era HQ's said 'England' whereas 'proper' HQ's from Liverpool had the Walton Rd address. When did the great man start building again in South Wales?
