seat post and seat post clamp

so I'm building the other half a bike and all I need now is a seat post and clamp to finish it :D
the verniers put the outer diameter or the down tube at 35mm and the internal at 30.2mm
so I figure I need a 30.1mm seat post and a 34.9mm clamp? the seat post from my Norco is 30mm and that falls into the the tube and rattles around! yet if I use the clamp from the Norco, that fits ok, but I really have to tighten it up and can see the tube deforming!
so would you agree with my sizeing? as these are regular size bits that are available at all good LBS's and online shops :)
 
for sure 34.9 mm clamp sounds finie - that is common size .... but I cannot recall seeing 30.1 .... which does not mean there is not such a size.

One of my bikes has 30.9 mm post with 34.9 mm clamp ... and seeing as yours is rattling around then the 30.0 mm is too small I'd say.
 
As far as I know all seatposts ascend in 0.2mm sizes apart from the 30.9mm
Which would lead me to think 30.2 is the way forward.
Main seatclamp sizes are 28.6/31.8/34.9 there are a few more now too but it sounds like yours will be 34.9
