I'm sure there must be something in the Site FAQ's but
This is what I do
Get picasa from google. Join their web pics picasa thing, upload them letting it shrink them for you.
The use the links from within there to post directly yo here.
OR use some other picture hosting site and link to them. ( I use Chrome so right click on the picture and select 'Copy image URL' and you get a forum friendly size)
It bypasses the restrictions, let you use larger pics (As the quality can stay high) but don't go to large.

You can the also link to the album to give the higher resolution pics
In Picasa you can do some simple edits as well, then select which to upload at the click of a button-ish

I did use Paint.net ( http://www.getpaint.net/ ) for all the Archive pics 've just put up though
.In Paint.net
- ROTATE the picture (under Layers) if needed.
- CROP the picture, using the 'rectangle select' and 'crop'
- RESIZE to a maximum width of 1024 but 800 width often works better on here though, smaller if it just for sale items etc.
- SAVE AS (jpg) and drop the compression number till under the max files size, it estimates and you can see the effect.
That's about it, and you'll get the hang of sizes etc.

Very easy to use, you just cut & paste the BB code Flickr creates into the forum, it adds the tags so no faffing about
Generally (medium) 640x480 is a good size for the forum & Flickr creates a link back to the original photo so you can see it full size if you want to.

the best thing with paint though is that when you save you can reduce the size of the file i.e not the pixel size. Saving even at 75% of the original image will compress it quite a bit with no real discernible loss of quality.
