On my RM BB Shell - What's this?

Seeing as it is a RM and Canada has the same sort of weather we do, I would say it is for drainage, some frames over here had them too, but just a guess :?

gump, It's a 1994 bike, it was beepbeep old one. The frame is all white with a sloping seat colour. Tange Ultimate Ultralite Prestige frame.
