looks 1950's from lugs, but dont know much about it past.

Strictly speaking, it's not a track bike but a "path racer" or "road/path" model. Note the mudguard eyelets - not something you'd see on a pure track bike.

Certainly 1950s. My first guess would be a Carlton. Do you have any better pictures of the details? Any sign of a serial number?

Ive often heard the phrase. So what were these frames? Were they single speed tourers or tourers in winter, grass track in summer? What?

I think they were expected to do a bit of everything: club rides, light touring and training, road time trials, grass and cinder track races...
