There are three 650 sizes. a, b and c. None are the same as 26", assuming you mean mountain bike 26" . Have a look on Sheldon Brown http://www.sheldonbrown.com/tire-sizing.html
Practically I have run 26" mtb rims with a 1" slick in a bike designed for 650c
