80% of the drivers I see dont bother slowing for amber
80% of the drivers I see scream off at the first nano second of the Red + Amber sequence.
The government would just completely ignore this or anything else vaguely usefull.
In johhny forigner land, lights are set to change asap when traffic is light as this prevents build up of pollution and negates the need for a vehicle to slow to a stop then have to accelerate off rather than a smooth flow.

There are some lights as LGF speaks of dotted around. Coming into Langholm in Scotland involves lights on narrow bridges at either end of the town.If nothings waiting to cross they quickly change back for the lane with traffic, uses a simple motion detector I think.

Silly idea imo, the amber is surely supposed to be the warning of change :?
All the lights i encountered in Spain are on a straight timer, they don't have any pads in the tarmac or sensors on top. Ours are supposed to adapt to heavy traffic.
