If you're running XP, download the XP PowerToys Image Resizer from the Microsoft website - once installed, all you need to do to resize an image is right-click on it and select Resize Pictures from the menu. It allows for batch resizing of multiple images too...
Its also worth considering the GIMP from:

free image editing.
I usually size images for galleries at 800x600 pixels, saved as a JPEG with max compression, gives a small filesize and displays on screen (going by a screen resolution of 1024x76
with no or minimal need for scrolling.
