I've done a lot of things to bikes that the original builders would have been horrified by, and although I've used them, I'd never let anyone else do so. I'm particularly suspicious of the way the top tube appears to bend.

Once its welded it most likely will ride fine and be as safe as any other set of tubes welded together.

The geometry will be all wrong and it will try to kill by throwing you into the ditch or oncoming traffic if the stoker scratches his leg.

You need a proper tandem front end and fork. Tandems should not lean steer.
