Look Fournales removal

Take the stem and spacers off as normal then undo the top collar of the fork (the one just below the stem). Push down on the front end and this should slide off the steerer tube. Once that's off you'll see a hole drilled all the way through the steerer. Using something like a screwdriver unscrew the top of the steerer tube (anticlockwise as you look down on it). Once this is unscrewed the forks should come out of the frame as normal.

When you put them back together don't over-tighten the top of the steerer tube as that is what pre-loads the headset bearings. If you do it up too tight you'll crush the bearings. Just tighten it enough to remove play in the bearings and no more. The top cap on the stem is there just to cover up the hole in the top of the steerer and doesn't actually do anything.
