VAT on purchases from US

I've been stung for £12.46 VAT and additional £8 Post Office delivery charge by Customs & Excise for a purchase from the US. Is this because the sender did something wrong? or is it the norm?

Perfectly normal if the declared value AND shipping cost comes to more than £38. The fixed £8 Parcelfarce fee is the killer on smaller items just above duty threshold....
 
I got charged £4.00 VAT on labour charges when my rear shock was returned to me from the states, again the royal mail charges £8.20 were more than what the blood sucking vat man wanted!
where as the large anti roll bar for my JEEP shipped in from the states only incurred £22 import duty! and no handling fee as it was fed ex'd to me,
