Bike set up help

I built up a bike for a friend last year but having seen him on it over the weekend I think it may be a little small for him.

I could remedy the problem (I think) by fitting an ahead fork with an inch or so of spacers ( current quill stem allows for about 10mm of upward movement )

Question is: Is this safe? the HT on the bike is only maybe 100mm long if that.

Depending on how small it feels and how much he likes the frame, perhaps you could go with riser bars turned up? Unless he's 6' 8" and will make it looks like a Chopper...
